Shandong Spring City Green Modern Trolley Bus Demonstration Project has been programmed in the Country Operation Business Plan 2016-2018. The amount of investment is 2.4 billion RMB, with $150 million (about 990 million RMB) loan from ADB. Construction of modern trolley bus network plays important roles in solving the traffic congestion and air pollution problems.

From the end of 2016, ITDP-China has got involved in this project with technical inputs. After modelling comparison and discussion with other experts in PPTA team, a 111.2 km ‘3 horizontal + 5 vertical’ network with high quality corridors and median station improved from original 201.4 km ‘5 loops + 9 lines’ network was presented to Ji’nan City Government. Besides, ITDP provided local assistance to international experts on environmental, economic, parking & traffic demand management. A Low Emission Zone and parking proposal was also presented to Transportation Bureau, Parking Office, Traffic Police, and other relevant government departments, some strategies are accepted and will be implemented in Ji’nan.

From March to April 2017, a series of Shandong Spring City Green Modern Trolley Bus Demonstration Project PPTA meeting were held in Ji’nan. Robert, Director of EATC, ADB, Gloria, Senior Transport Sector Specialist, Zhu Xianyuan, Li Wei, Liu Shaokun, Lin Xi, Zhu Jinglu and Huang Benjun from ITDP technical team attended these meeting.

Through this project, Ji’nan imported the worldwide advanced urban transportation planning, concept and technology of construction, operation management, and modern trolley bus network construction implementation and other four main projects, to improve the capacity of urban public transportation, and provide sustainable development of urban transportation.
